I'm used to using shift + dragging for fine precision in Blender, and I'm not sure if I like that better or not, but I've never really thought of this as a reason to be infuriated at GIMP. Iirc, GIMP's scrollers were very intentionally designed to be that way so that tablet users could easily get fine control without having to be precise about their movements.
